The people at AA/DST obviously don't like Luke Cage, the super hero formerly known as Power Man. While the Power Man minimate looked kinda okay for the early days of minimates (6/10 at MMC), his current style as Luke Cage is probably one of the worst Minimates released yet (a benevolent4/10 at MMC). So at least some customizers give the big fellow some lovin'. Fwoosheyman here did a really cool Power Man Minimate and you can even hear him say 'Sweet Christmas'! Funny thing is that's a quick custom, so technically AA/DST would be able to come up with a cool minimate. Why don't they? They don't like him, trust me.
